Harvard, University of Toronto make contingency plan to allow foreign students to study if barred from US

The University of Harvard and the University of Toronto have revealed an emergency plan that would allow certain international students from Harvard to continue their studies in Canada if the Trump administration Plan to impose American visa restrictions and prevent them from returning to the United States is confirmed by the courts.

The American Department of Internal Security moved last month to put an end to Harvard’s ability to register international students after the university has failed to provide extensive behavioral files for student visa holders that the agency had requested, including images of protest activities involving student visa holders, even if it is not criminal, and disciplinary registers lessons for the past five years.

A federal judge has since blocked government efforts to end the University’s visa program.

Due to the potential challenges of American visas, students from the John F. Kennedy school of government from Harvard University who may not be able to return to the United States will have the opportunity to continue their studies Thanks to a student program invited to the Munk School of Global Affairs from the University of Toronto.

The program would combine the courses given by Kennedy and the members of the Mongk faculty, according to the deans of the two institutions.

Emergency plans have been published to facilitate the uncertainty of the students, but will only be used if there is enough requests from students unable to enter the United States for potential visa or entry restrictions, the deans said in a statement.

“With these emergency plans in place, HKS will be able to continue to provide world -class public class education to all our students, even if they cannot go to our campus this year,” said the dean of Harvard Kennedy, Jeremy Weinstein.

The program will be available for international students who have already finished a year at American campus.

The Trump administration has decided to reduce billions of dollars in federal research funding for Harvard, in part, on its management of anti-Semitism and alleged violence on campus in the midst of anti-Israeli demonstrations launched by the War of Israel-Hamas in Gaza.

Weinstein has announced staff layoffs in Kennedy in a recent email to teachers and staff, citing “new unprecedented opposite winds” creating “significant financial challenges”, including a “proposed substantial increase in endowment tax” and “massive reductions in federal research funding”.

In the past five years, more than 50% of Kennedy students have come from outside the United States, the school’s media office said.

In total, 739 students from 92 countries in programs aimed at developing leadership in public policy and the government are registered in school, according to the Harvard International Office website.
