One of the two busy suspects Jocelyn not is now accused of having violated an American in Costa Rica, according to the former Harris County District Prosecutor Kim Ogg.
Two illegal Venezuelans immigrants Who can have links with the gang of Tren de Aragua – Franklin Jose Pena Ramos, 26, and Johan Jose Rangel Martinez, 21 – are charged in the 12 -year -old murder of June 2024. They would have sexually assaulted and strangled adolescence to death, leaving his body attached to a Bayou in Houston.
Ogg said Fox 26 Houston Last week, she learned during her investigation as DA, before her successor Sean Telee took office last year, that Pena Ramos was involved in a sexual assault prior to Costa Rica involving an American woman who was apparently on vacation at the time.
“It happened at Costa Rica. He arrived at an American citizen who presented this information after their photos were shown on national television,” Ogg said at the point of sale. “When she reported it to the authorities of Costa Rica, they did nothing. Imagine the frustration of this individual. I don’t want it to be swept under the carpet.”

The victim is not from Texas but felt obliged to manifest himself when the murder of Nungaray made the headlines of the national newspapers and he saw the photos of the suspects to the news.
“The courage of any victim of the crime of manifesting itself as it is remarkable for me and it played a major role in determining the death penalty,” Ogg told Fox 26.
Ogg, who asked for the death penalty for the two suspects when he was in power, added that “the authorities had no idea of their past behavior”, like accusations in other countries, which “makes it difficult to determine if someone will be a future danger”.

The former district prosecutor said that she had presented the information at Fox 26 now because she was “very concerned about the decisions” that Teae “took”, referring to several cases that have been rejected recently.
“I think it is important for the public to get the last word,” added Ogg. “Does he have the death of the rape and murder of Jocelyn? Or should they spend their life in the penitentiary? What I don’t want is an agreement to destroy in the calm of the night and long after people have forgotten the horror of this affair. I just want people to remember Jocelyn, and I want them to hear and make a decision.”

Alexis Nungaray, Jocelyn’s mother, has since become a defender of the victims of crimes who allegedly committed by illegal immigrants. In an interview in May, Alexis Nungaray described the 12 -year -old as “a very creative, talented and free -minded 12 -year -old girl”.
Nungaray said Jocelyn “was very eccentric” and “an old soul”. She liked to get dressed in 1990 -style freight jeans and converse and loved listening to music as far as the 1940s and 1950s.

“She was very different and unique. She was an incredible friend,” said Nungaray.
Nungaray also said that she was grateful to President Donald Trump for his support and to “keep his promises” immigration application.

“I support immigration, but I say there is just a good way and a bad way to do it,” she said. “He protects people, and he takes into account people, citizens and assuring us that we are safe and our children are safe, women are safe, that we are all safe in our communities.”
“We still have a long way to go,” she continued. “But I will always defend it and be its voice and defend laws on border control and immigration. Because I know 1 million percent, Jocelyn’s death should have been avoidable.”

Pena Ramos has illegally crossed El Paso, Texas, In May 2024, sources with the Ministry of Internal Security previously confirmed to Fox News. He was captured by agents of the border patrol and was released in the United States with a notice to appear in court.
Rangel Martinez was also illegally crossed in El Paso in March and was captured by Border Patrol. He was released in the United States on an unknown basis.
Jocelyn was in a convenience store and spoke to his 13 -year -old boyfriend on the phone after having fake his family’s apartment. The boyfriend told investigators that he could hear Nungaray talk with two people.
