And you thought you had just understood what “reconciliation” means Congress Budgetary conditions.
Here is a new term of vocabulary: cancellations.
You may not be able to spell it. But I can tell you what it does.
A bill for “racissance” cancels “money that Congress has already allocated, ex post facto.
For more simplicity, I often describe legislation on cancellations as “expenditure cancellations”. The congress had appropriated money. Then, under a bill of accounts, the Congress fell the dollars which it appropriated before. It’s a bit like reverse appropriation.
And you thought that in primary school, there was no reverse.

The presidential administrations send “budget requests” to the congress. It’s the opposite. An administration can also send a “request for stories” to the Congress. And that’s what Russian budget director Vought is doing this week.

But the most important percentage of federal expenses – from around two to one – is linked to rights like Medicare, Medicaid and Social securityMore interest in debt. This expense is called “compulsory”. The Républicains de la Chambre tried to tackle this slightly in the big and beautiful invoice because it treated Medicaid spending. But the cuts in the federal departments are in the field of credits and fall on the discretionary side of the big book.

On CNN, Vought suggested that the 1974 law on the control of deduction “allows a procedure called Pocket abissions later in the year to be able to set up some of these economies without the bill being really adopted.”
Vought pointed out that President Trump was likely to be based on this tool. But he wants to start with an initial request for involvement.
A plan of stories requires a simple majority to pass the house. And, believe it or not, a simple majority in the Senate. There is no obligation of 60 vote to break an obstacle. In addition, the “request in procedure” to start the debate on a recession package is “privileged”. This means that the Senate only needs 51 votes to start the process. Many “requests to proceed” in the Senate need 60 years and can be subject to an obstacle.
President Trump officially confused his request for accounts at Capitol Hill on Tuesday. It aims to reduce $ 9.4 billion in public dissemination and foreign aid programs. All this is money that Musk has targeted in his criticism of Doge. But these cuts only count if the congress approves them.
“I want to make sure to take the first tranche and see if it passes,” said Vought on the targeted set of proposed expenditure discounts. “The more you do in terms of package, the more difficult it is to pass. “I have an excellent relationship with public radio and Nebraska television. I think they were great to work. And that would be the one I hope they don’t put,” said Bacon.

The president of the Senate credit committee, Susan Collins, R-Maine, reported discounts by Pepfar, abstract from the President’s emergency plan for AIDS aid.
“I consider that it may be the most successful public health program ever used in Africa and other parts of the world. So I do not support the reduction in pepfar,” said Collins.
We do not know if this opening offer to reduce expenses – as minimum as it may be – can go through the congress. Many Republicans will sweat this. And these are only negligible cuts. The Republicans praised Doge’s work. But if they want to eliminate expenses, they must put their vote where their favorite program is.
